State and local governments generate land use regulations and implement them to plan, manage, and limit the type of development on real property. These land use regulations take the form of government ordinances, codes, and permit requirements intended to make private use of land and natural resources conform to policy standards. Common land use regulation devices include building codes, housing codes, subdivision regulations, historic preservation laws, and zoning. Despite the government's power in real estate land use issues, the land owner is not defenseless, however.
